Count wheel (locking plate)

An older striking-clock component that counts the blows via a notched plate rather than a rack.

Explanation

Predating rack striking, the count wheel is notched to release the striking train for the correct number of blows at each hour, but it must stay synchronised with the hour hand and cannot easily be corrected if the hands are moved independently.
