Governor (regulator of striking train)

A small centrifugal or air-brake device that limits the speed of a striking or repeating train.

Explanation

Without a governor a striking train, freed of the escapement's regulation, would run and strike far too fast; common forms include the fan (air-brake) and the centrifugal governor.
