The wheels under the dial that reduce minute-hand rotation to hour-hand rotation.

Explanation

Cannon pinion, minute wheel and hour wheel together give the twelve-to-one reduction between the hands. The cannon pinion's friction fit is what allows the hands to be set without disturbing the train.
